Rider and Pedestrian Safety: What You Need to Know

Pedestrian and rider safety is a top priority in the City of Summit. With the growing popularity of bicycles, scooters, skateboards, and e-bikes/e-scooters, the city has seen an increase in unsafe riding behavior, particularly among young people. Too often, riders are spotted without helmets, moving at high speeds, or weaving through pedestrian areas, creating dangerous situations for themselves and others. In response, the city has introduced a new ordinance to ensure that everyone can enjoy the outdoors while staying safe and respectful of shared spaces.

Safety Guidelines for Riders

Whether you're using a skateboard, bike, scooter, or e-bike/e-scooter, it’s important to understand where and how you can ride safely and legally in Summit.

Non-Motorized Transportation (Section 3-17):

  • Sidewalk Use in the Downtown District: Riding on sidewalks is prohibited in the Downtown District. This includes parts of Springfield Avenue, Maple Street, Beechwood Road, DeForest Avenue, and Summit Avenue.

  • Sidewalk Use Outside Downtown: You may ride on sidewalks in other parts of the city, but you must slow down and yield to pedestrians. Failure to do so could result in a fine up to $100.

  • Respect Public Property: Do not ride on or use benches, fences, rails, or walls as part of your ride. This applies to both public and private property.

Electric Transportation Devices (Section 3-18):

  • Where You Can’t Ride: Electric bikes and scooters are not allowed on any sidewalk or pedestrian pathway.

  • Where You Can Ride: These devices can only be operated on roadways where bicycles are legally permitted.

  • Penalties for Violations: Violating these rules may result in fines up to $500. In some cases, the device may be temporarily confiscated by police and returned after 24 hours. If the rider is under 17, a parent or guardian must claim the device.

What Parents and Guardians Need to Know

As a parent or guardian, it’s your responsibility to make sure your child understands and follows these safety rules. Help them learn where they can ride safely, encourage the use of helmets and other protective gear, and reinforce the importance of respecting pedestrians and traffic laws. If a minor is found violating the ordinance, you may be required to retrieve their device from the police station after signing a declaration of ownership.

By following these guidelines, riders and families can help make Summit a safer, more enjoyable place for everyone. This ordinance is not about limiting freedom—it’s about protecting lives and preserving the shared spaces that make our city vibrant.

October 2, 2025, update from Union County

Union County has issued an Executive Order that immediately prohibits the operation of electronic bicycles, scooters, and other motorized vehicles in all County-owned parks and properties.

For Summit residents, this means that e-bikes and e-scooters are no longer allowed in Briant Park or any other County-managed recreational spaces.

The ban covers:

  • Low-speed electric bicycles
  • Motorized bicycles (e-bikes)
  • Low-speed electric scooters
  • Motorized scooters

These vehicles are prohibited from:

  • Footbridges and trails
  • Bridle paths and bicycle paths
  • Lawns and wooded areas
  • Parks, playgrounds, and other County-owned property

Union County personnel and local law enforcement will enforce the ban. County officials emphasized that this measure is an immediate step to improve safety while broader statewide regulations are being developed.
