About
The Summit Planning Board consists of nine (9) members, and two (2) alternate members. Board Membership and appointment as well as their powers and authority is fully defined in the City’s Development Regulations Ordinance.
The Planning Board function is to generate and update a community Master Plan. Other functions of the Planning Board involve subdivision and site plan review, creation of the official maps and associated zoning ordinances. The Board is also empowered to review and approve “C” variances (departures from zoning ordinances) in conjunction with development applications. The Board may also participate in the preparation and review of plans required by State or Federal regulations. The Board also assembles data for planning purposes and performs other advisory duties upon request by the Common Council.
NOTICE TO RESIDENTS: Potential Scam Letters
We want to make residents aware that some individuals with active Zoning or Planning Board applications have reported receiving suspicious letters and emails requesting wire transfers. These letters and emails appear to come from the City but are not legitimate.
In a recent case, a resident received a fraudulent notice from someone impersonating a City staff member. This is not the first time this has occurred. While the City does send official notices regarding outstanding escrow, outstanding application fees, and many other permitting-related fees, they will always come directly from our office and include proper documentation. Payment can only be accepted directly at the City of Summit Department of Community Services with either exact amount cash or check payable to the City of Summit. Be aware that the City will never request a wire transfer. In the interim, while the City works to reduce any future risk to our residents, Zoning Board and Planning Board applications will be redacted to exclude personal contact information. Any request to review un-redacted active board applications must be in-person and will be made available here at the Department of Community Services.
If you receive a letter or email that doesn’t look right, or if you’re unsure whether it’s from our office, you can email summitdcs@cityofsummit.org or landuse@cityofsummit.org before taking any action. Furthermore, if you believe you are a victim of fraud, you should submit a police report with the City’s non-emergency number here: 908-273-0051

As of June 3rd, new Planning & Zoning Board Applications are being accepted:
DCS has resumed the acceptance of any new Planning Board and Zoning Board of Adjustment applications either in-person or by mail. In addition to the Zoning Board Application or Planning Board Application, applicants must submit a signed COVID-19 Waiver. Meetings
The Planning Board meets once monthly and will entertain emergent applications. Please view a list of meetings or visit the DCS Calendar.
All Planning Board meetings are open to the public. Members of the public are welcome to offer questions or comments during application hearings, as well as at other times when expressly invited by the meeting agenda. The length of individual comments will be determined at the discretion of the Planning Board Chairperson.
