Zoning Certificates of Occupancy

Zoning Certificates of Occupancy (ZCOs) (PDF) are required to be obtained by the Development Regulations Zoning Ordinance for the sale or rental, or for change of occupant or occupancy type for all buildings or for individual units within buildings.


These include residences, condos, apartments, or other types of dwelling units, and all other buildings, including stores, offices, industrial, and/or commercial or other business buildings and units.

Residential ZCOs must be obtained prior to sale or occupancy of the property.

Lead-Based Paint Inspection Law (P.L.2021, C.182)


The Lead-based Paint Inspection Law (P.L.2021, c.182) addresses lead-based paint hazards in residential rental property and establishes lead-based paint hazard control work programs.

The law imposes an obligation on municipalities to perform or hire a certified lead evaluation contractor to perform inspections of certain single-family, two-family, and multiple rental dwellings for lead-based paint hazards, at times specified in the law.
