The next Common Council meeting will be held on Wednesday, September 1 at 7:30 PM at City Hall. Masks are required in Council Chamber. Extra seating will be available in the lobby to allow for social distancing.
Council will no longer accept public comments virtually by Zoom. Members of the public may comment by email to cityclerk@cityofsummit.org. Comments must be received by noon on September 1. Those who submit written comments will have their comment read by the clerk or summarized if substantially like other comments and will not be permitted to speak on that same subject at the meeting. The rules for public comments are posted on the city website. Every Common Council meeting is broadcast live on the City of Summit YouTube Channel, and on HTTV Verizon channel 30 and Comcast channel 36 and 34.
The Safety and Health Committee will introduce a resolution to appoint a new police officer. After council votes on the resolution, there will be a swearing-in for this officer and an officer who was appointed at the July 27 meeting. The swearing-in will be held outdoors or in the City Hall rotunda to accommodate a larger audience.
Next the mayor and council will recognize two police officers who were hired during 2020, as well as a Summit resident who has planted sunflowers throughout the downtown.
Council will hold hearings and vote on two ordinances. The first is an ordinance authorizing the issuance of bonds to fund the construction of a new fire headquarters. The second is an ordinance to amend city code prohibiting parking on Pine Grove Avenue between Colony Drive and Manor Hill Road to improve safety because of limited sightlines. The Capital Projects and Community Services Committee will introduce an ordinance to make changes to the organizational structure of the Department of Community Services. The public hearing on that ordinance will be held on September 21.
The Finance Committee will introduce three resolutions: (1) a housekeeping resolution to cancel unexpended balances of capital improvement authorizations for the sewer authority; (2) a resolution to appoint an acting tax collector; and (3) a resolution to declare a vacancy for an account clerk in the Finance Department.
The Capital Projects and Community Services Committee will introduce four resolutions. The first resolution re-awards a bid for the West End Improvement Project to incorporate language required by the New Jersey Department of Transportation before NJDOT funding can be released. The substance of the project has not changed. Council will also vote on resolutions to award bids for: (1) the fall 2021 citywide tree planting project; and (2) cleaning and video inspections of sections of the city’s sanitary sewer system to identify areas in need of repairs. Finally, council will consider a resolution to award a bid for the Parkline Pedestrian Bridge Project. This project will install a pedestrian bridge over Morris Avenue and will build access stairs as well. The project is fully funded by the Parkline Foundation.
Last, council will hear resolutions to extend sick leave with pay for a Uniform Construction Code Division employee, and to declare vacancies for an officer and sergeant in the Police Department folowing a retirement.
