The next Common Council meeting will be held on Tuesday, September 22 at 7:30PM. Members of Common Council, Mayor Radest, and city staff will be participating electronically in the meeting. For this and all future electronic meetings, members of the public will be able to comment by video or audio conference. Access codes and instructions for public comment on the Zoom platform will be posted on the city website prior to the meeting.

Every Common Council meeting is broadcast live on HTTV Verizon channel 30 and Comcast channel 36 and 34. The meeting will also be broadcast live on the City of Summit YouTube Channel.

At this meeting, Mayor Radest will issue two proclamations recognizing the Summit Volunteer First Aid Squad and Constitution Week. 

The Law and Labor Committee will introduce one ordinance to amend the portion of the City Code regulating Sidewalk Cafes. The amendments will allow year-round operation of cafes and will change the fee structure to a per-seat charge, rather than a fee based on the City tax assessor’s assessed value of the café space. The hearing on this ordinance will be held on October 6, 2020.

The Finance Committee will introduce two resolutions. The first resolution will authorize the issuance of a bond for the Joint Meeting of Essex and Union Counties Flood Mitigation Project. This project is necessary to protect the wastewater treatment plant that Summit and other communities share from flooding. Summit’s share of the project will be funded through the NJ Infrastructure Bank and 90 percent of the bond amount will be reimbursed by FEMA funds. The second resolution concerns issuance of one-year bond anticipation notes to refund the 2019 capital budget, as well as to fund 2020 capital projects. Bond anticipation notes are issued short-term until conditions are advantageous to issue bonds.

The Administrative Policies Committee will introduce a single resolution to adopt social media policy governing public comments on the City of Summit social media accounts.

Council will consider two resolutions from the Community Programs and Parking Services Committee. First, council will vote on a resolution to authorize a two-year negotiated contract for Athletic Field Maintenance Services for 2020 and 2021 with an option of two one-year extensions.  The two previous bids resulted in only one bidder each and that bidder was rejected for failure to meet the bond requirements. The second resolution declares a vacancy in the Parking Services Agency for a part-time parking enforcement officer.

Finally, council will hear three resolutions concerning personnel from the Capital Projects and Community Services Committee. The first resolution appoints a Public Works Manager and the second appoints a Certified Recycling Professional. These are titles awarded to current employees. A final resolution declares a vacancy in the Parks and Recreation Unit.
