City of Summit Publishes Housing Element and Fair Share Plan as it Prepares for Round 4 Affordable Housing Obligations

The City of Summit has published its updated 2025 Housing Element and Fair Share Plan, outlining the City’s strategy for meeting affordable housing obligations in the upcoming Round 4 cycle (2025-2035). The plan details how Summit will address its affordable housing requirements under new state legislation and in accordance with the latest directives from the Department of Community Affairs (DCA) and the Affordable Housing Dispute Resolution Program.

As part of this public engagement effort, Mayor Elizabeth Fagan recently sat down with Planning Board Chair Steven Spurr for an informative Q&A to help residents better understand the City’s affordable housing obligations and the steps being taken to meet them. In addition to the video discussion (also provided below), a written Q&A has also been published to further explain the process and key elements of the plan.

The City encourages all residents to review the new Housing Element and Fair Share Plan and accompanying materials, and to attend the upcoming public meeting on June 23, 2025, at Summit City Hall to share their thoughts and feedback.
