BUDGET HEARING - MAY 6, 2008

The hearing for the City's 2008 Operating Budget will be held on Tuesday, May 6 at 8 PM in Council Chambers.

Click here for the City's newsletter OPEN LINE outlining the final proposed operating budget. The publication is expected to be delivered to all Summit residents by May 2, 2008.

Copies of the originially proposed budget are available at the Public Library and the Clerk’s Office at City Hall. Printable copies are available on the City’s website.

Formal introduction of the 2008 City Budget is scheduled for April 1 with budget hearing on May 6. All meetings are open to the public.

At the regularly scheduled meeting of February 12, the budget was presented to the Common Council.

WILSON PARK NEIGHBORHOOD MEETING - MAY 7
The Wilson Park Task Force has announced a Neighbor’s Meeting scheduled for Wednesday, May 7, 2008 at 7:30 PM at the Summit Board of Education Meeting Room held at the BOE offices located at the new Wilson Primary Center in Wilson Park. Neighbors of Wilson Park and residents who have long enjoyed this park are welcome to provide their input for future improvements to the park.

AMERICAN RED CROSS LIFEGUARDING CLASSES AT SUMMIT FAMILY AQUATIC CENTER
The City of Summit and the Colonial Chapter of the American Red Cross have joined forces to offer both the Lifeguard Training Program and the Lifeguard Challenge (Recertification). Both classes begin on Monday, June 9 at the Summit Family Aquatic Center.

Residents and non-residents are welcome to register. Residents can register online at https://register.communitypass.net/summit. Non residents are urged to call the Department of Community Programs at 908-277-2932.

PROPOSED RECREATION ROUTE

PROPOSED RECREATION ROUTE
The Alternate Mode of Transportation Committee, with the assistance of the Engineering Division, has prepared a plan for a proposed recreation route. The recreation route will provide a route between Memorial Field, Tatlock Park, Passaic River Park and other locations. The recreation route is intended to promote change in personal transportation and to create an interconnected recreation route. The proposal includes destination and mileage signs in white lettering with a brown background and “Share the Road” signs. It also includes three information kiosks at Memorial Field, Tatlock Park and Passaic River Park. The proposal is to be considered at the following council meeting on April 22, 2008.

Summit is one big garden and residential display. All residents are encouraged to come out and enjoy it while tracing a bit of our history.

Biking and walking have been common, healthy means of transportation throughout Summit's long history. The pamphlet below offers points of interest and images that our predecessors saw during their walk, jog, or ride along The Rec Road. Take the journey with them.

The map in the brochure suggests a preferred route connecting Summit's three largest public spaces - Soldiers Memorial Field, Metro Homes Field and the recently re-acquired Passaic River green space. The Summit Department of Community Programs and the US Sports Institute are pleased to announce two new sports camps for the City of Summit.

Multi-Sports Camp – Experience over 15 different sports in one week. This multi- sport program is the only summer camp dedicated to the truly sports minded youngster. We have both a full day and half day program for boys and girls.

Sports Squirts Camp is a great way to introduce young children to a variety of sports such as Soccer, T-Ball, Basketball, Lacrosse and Hockey.

MASTER PLAN REEXAMINATION - UPDATE 11/16/06
The Planning Board unanimously approved the Master Plan Reexamination Report at a special hearing on Monday, November 13. Cindy Martin and Susan McDonough, co-chairs of the Master Plan Reexamination Committee presented the report to the Board and discussed the revisions that had been made since their presentation of a draft report to the Board at a work session on October 24. The report is intended to address fully the planning, zoning and land development issues within the City.

The Planning Board held a special meeting on Tuesday, October 14 at 7:30 PM in the Recreation Center, located at 100 Morris Avenue. The Board considered a report from its planning consultants titled "Reexamination and Amendment Summit Master Plan" that recommended updates to the Master Plan and the city's zoning ordinance. Improvements to Oak Ridge Avenue - Section 3 from Magnolia Place to the west end of Greenbriar Drive has been awarded to Z-Brothers Contracting. The contractor is scheduled to being work on or about April 14, 2008. The anticipated completion date is August 30, 2008

The Summit Transfer Station and Recycling Center is now closed every Monday.

A usage study was conducted which showed that Mondays were the least used day at the station.

The new schedule is
Tuesday through Friday 7:30 AM to 3:45 PM. and on
Saturday from 7:30 AM to 4:45 PM.
Any questions about recycling rules contact the Department of Community Services at 908-273-6404.

Use of the disposal and recycling area is restricted to Summit residents only. The vehicle must be registered in Summit and display the new bar-code resident permit.

Bar-code permit applications are available on the City’s website at www.cityofsummit.org or at Parking Services Agency, 2nd Floor, City Hall, 512 Springfield Avenue. Any questions about the permit should be directed to 908-522-5100.

Credit Card payments are now accepted at the Parking Services counter for SmartCards, Permits, Pre-Payments and Daily Visitor Passes.

Also, we now offer an on-line credit card payment system for pre-paid daily and overnight parking. Credit cards accepted are American Express, Visa, MasterCard, and Discover.

On the left side Home Page click on "OnLine Payments".

You will need the following information in order to pay on-line:
Bar-Code Permit Number, License Plate and State,
Credit Card Number, Expiration Date, and Security Code located on the back or front of your credit card.

This is not the normal delivery of the Star-Ledger newspaper; however, an independant publication that residents can opt out of receiving. Opt out requests take a few weeks to go into effect.

The City entered into an agreement with the County of Union to lease the “Transfer Station” property. Common Council appointed a 22-member Transfer Station Redevelopment Task Force to develop recommendations for Summit’s future use of the 53-acre site. Any residents having ideas or concerns about the redevelopment of the Transfer Station property can contact the Task Force via email at taskforce@cityofsummit.org.

The project has been completed except for punchlist items. A temporary colored surface has been installed on the tennis courts to allow play. The Westfield Regional Health Department offers free immunizations and physicals to all children, age birth to 18 years. This is done through the Child Health Clinics. The clinic is held three times a month by appointment only. The department employs a family practice physician that is at every clinic to ensure the best for every child that is seen in the clinic. The City of Summit's Environmental Commission published a report which outlines Summit's natural resource inventories. This report informs the public and planning officials about Summit's environment from various perspectives, geology and hydrology, which affect soil erosion and storm water management, plants and animals, as well as other aspects of the surroundings that affect the quality of life in Summit. This document is aimed at generating an awareness of the resources in Summit's environment in the hope of preserving and enhancing the interface between Summit's residents and their physical surroundings. In January, 2007, the Sustainable Community Task Force was formed to determine how Summit could develop a "Green" Master Plan as outlined in the November 2006 Reexamination Report. Below is the first progress report of the Sustainability Task Force. This is a extremely complex issue; however, necessary in order to provide for the needs of the community's current population without damaging the ability of future generations to provide for themselves.

The report is a large file, and some users may have difficulty opening the file. If so, please contact the Sustainability Committee at sustainability@cityofsummit.org.

The Glenside Field project has been completed except for the activation of the sports lighting. It is anticipated that the lighting will be activated by April 30, 2008.

NEW PARKING RATES AND CHANGES - EFFECTIVE JANUARY 1, 2007
On December 19, Common Council held a hearing and passed four ordinances that increase parking rates and fees effective January 1, 2007. For the complete list of changes, click below.Flyers and posters are being distributed.

One additional item not included on the list of changes is that Downtown Street Meters payment and enforceable hours are being extended from 5 PM until 6 PM. These are the 90-minute, 2 and 3 hours meters.

STOP THE TRAIN INFORMATION
The "STOP THE TRAIN" Coalition hosted a meeting in Summit on Thursday, September 23, 2004 at 7:30 PM at the Summit High School, Kent Place Boulevard. The meeting discussed the current situation with the M&E Railroad. The Port Authority of New York and New Jersey has proposed the increase of its capacity for container shipments from 2.3 million to 8.8 million per year by reactivating defunct train tracks and constructing new ones.

This is a reminder for the public to be cautious around animals that could be infected with rabies, specifically raccoons, skunks, fox, bats and yes, even dogs and cats. For taxpayers' convenience, the City has installed a payment drop box at City Hall. After the stairs near the parking lot, look to your left and the drop box is located on the wall by the City Directory before entering the second door on the left.

DRO ORDINANCE-ADOPTED DECEMBER 2003
Common Council approved an ordinance adopting a complete, new set of land use (zoning) regulations at its meeting on December 2, 2003. A copy of the new "Development Regulations Ordinance" will be available at the Department of Community Services and at the City Clerk's Office, both in City Hall, and at the Public Library.
