Thanks to Investor’s Savings Bank, Overlook Hospital and other local businesses, the Fourth of July & Celebration Committee had the confidence to plan for the 62nd Annual Fourth of July events, but we still have not met our fundraising goal.

Mailers were sent to every Summit home last week with a donation envelope. If you have had a great summer memory at any of the past 4th of July Celebrations in Summit, or are planning to attend this year’s events, please dig deep and make a donation to this great Summit legacy. SUMMIT'S 62ND ANNUAL FOURTH OF JULY CELEBRATION
Summit’s 62nd Annual Fourth of July Confirmed:

The Summit Fourth of July & Celebration Committee Inc. proudly confirmed that Summit’s 62nd Annual Fourth of July events will be held at Soldiers Memorial Field on Saturday, July 4, 2009. There were serious concerns that the economic climate might cause cancellation of the event, as it is funded annually by corporate and private donations. The Committee is proud to announce a new corporate relationship with Investor’s Savings Bank to help fund the evening activities including the Grand Fireworks Display and “The Party Dolls” Concert. Generous donations from Atlantic Health Care and the Celgene Corporation will also help to provide family fun activities, but the Committee still needs donations to make the event a success.

Mayor Jordan Glatt has reached out to the community through a recent editorial stating that “Summit has a great tradition of always rallying together when need occurs”. “He is confident that if we all give a little, we will once again have another spectacular July 4th celebration”. A mailing to the Summit business community as well as a general appeal will be mailed to the City’s residents. Each and every donation is vital to the success of the event. The Summit Fourth of July & Celebration Committee, Inc. hopes that these two fund drives will help to keep the event at the level that generations of Summit residents have come to count on.

The Fourth of July events start at 9:45 AM with a Flag Raising Ceremony, followed by a Children’s Decorated Bicycle Parade, Novelty Rides, Games and Amusements, Polka Dot Children’s Performance, the Annual Emergency Services Softball Game and the Summit Stompers Dixieland All Stars. There will be food, ice cream and treats also available until 1:30 PM.

The evening activities begin with a concert by the fabulous”Party Dolls Show and Dance Band” starting at 7:45 PM. The Grand Fireworks Display begins at 9:15 PM, with a spectacular show. Soldiers Memorial Field is located just off Ashland Road in Summit, NJ. HIGH STREET CONSTRUCTION - Updated June 29, 2009
The contractor will be milling High Street on Monday June 29, 2009 and paving shall be completed the next day, Tuesday, June 20, 2009. Access to driveways will be temporarily disrupted on Monday. During the paving operations on Tuesday, access will be limited and residents should plan on not having any access to their driveways that day. Should access be absolutely required, please contact the Engineering Division at (908) 277-9439 so special arrangements can be made.

CITY OFFICES AND TRANSFER STATION CLOSED JULY 3, 2009
City Offices and the Summit Transfer Station will be closed on Friday, July 3, 2009.
The Transfer Station will be open on Saturday, July 4, 2009 from 7:30 am to 4:45 pm.

ESTIMATED TAX BILLS BEING MAILED OUT - Property Taxes due August 1
Due to the possible delay of the State Budget and the delay of State Aid Certification, the City of Summit will issue estimated tax bills for the August 1, 2009 payment.

Please note that the estimated tax bill is the only tax bill you will receive for the regular August 1, 2009 payment. Payment is due August 1, 2009. For payments received after August 10, 2009, interest will be charged from August 1, 2009. As soon as the final tax rate is struck, you will receive a final tax bill for the 4th quarter of 2009 and preliminary tax bill for 2010.

The Summit Family Aquatic Center located at 100 Ashwood Avenue is now open on full schedule. Residency and membership is required. Once you become a member, you are then entitled to purchase Guest Passes for family and friends. There are limitations and restrictions. The “Hot Summer Nights Concert Series” returns to the City of Summit’s Village Green for 2009. Tuesday nights in July, the Village Green will “rock” with great music, friendship and family fun. The concerts begin at 7 PM and end at 8:30 PM. This year, a rain site has been secured at Summit High School at 125 Kent Place Boulevard. Call our event weather hotline in the event of questionable weather. All events are free thanks to Investor’s Savings Bank and other local sponsors. All concerts are alcohol free. The Tier Parking Garage will be undergoing extensive repairs beginning Monday, June 22, 2009. Work was originally scheduled to begin on July 6; however, due to the extensive recent rainy weather and the tight construction schedule, the start date has been moved up.

Working during the week will be conducted from 8 AM until 8 PM. The garage will be closed on weekends beginning July 10, 2009 through August 31, 2009 (starting 5 AM on Fridays thru 4 AM on Mondays) and the City Council has waived the noise ordinance for such weekend work.

The TIER GARAGE will be CLOSED ON WEEKENDS STARTING JULY 10 at 5 PM on FRIDAYS and no parking is permitted on Friday evening, Saturday or Sunday.

SUMMIT PATHWAYS WINS STATE AWARD
The City of Summit Pathways for Exceptional Children has added yet another prestigious award to their trophy case. At a recent meeting of the Summit Common Council, Mayor Jordan Glatt presented volunteers of the Summit Pathways Program with a plague commemorating their newest recognition. The Summit Pathways Program received the Department of Community Affairs “New Jersey Distinguished Governmental Agency Recreation Services Award” for 2009. The award is presented by the New Jersey Commission on Recreation for Individuals with Disabilities”. It was officially presented at the Governor’s Conference on May 20, 2009. The City of Summit was recognized along with the Township of Montville for their joint efforts in providing inclusive recreation programs for special needs children and young adults.

The City of Summit now offers over a dozen special needs “inclusive” recreation and sports programs. The program continues to grow with each passing sport season as local organizations get involved. The Summit Tennis Association, Summit Junior Baseball, Summit Lacrosse, Summit Soccer Club, Summit Junior Football and dozens of other sport coaches have volunteered their time in addition to hundreds of young, trained teen “Mentors”. Over 1,000 hours of volunteer service from local teens has contributed to the programs success. The City of Summit and the Township of Montville were also honored because they have teamed up together to “pay it forward”. Their successes have been models for many other communities. The programs are offered through the Summit Department of Community Programs.

This is the second such honor that Summit Pathways has received. Most recently, the New Jersey Recreation and Park Association also honored the program with their “Excellence in Programming Award.” For information on becoming a “Mentor” or registering your child for the fall and winter programming offerings, call Summit Community Programs at 908-277-2932.

If the economic situation has delayed your family’s plans this summer, fear not. There are still excellent summer camp and program experiences close to home in Summit. The Department of Community Programs has announced that it still has fabulous summer experiences available for children of all ages and interests. If private camps and clubs have become too pricey for your family’s budgets, there are bargains galore available for summer fun. In addition to the traditional Summer Recreation Camp, several new and exciting camp experiences are being offered. Pony Share gives children a chance to learn all about horses while Actor’s Garage may inspire a rising star. Sports Camps of all varieties are offered including football, basketball, soccer and lacrosse. Golf Camp and Golf Clinics are being offered for adults and children, along with tennis instruction and karate. Preschool children can learn lots of sports in Multi-Sports or have a variety of learning adventures in Harding Kids. Lifeguard instruction will be available on multiple dates through July and August. Guardstart Camp is offered for pre teens who aspire to be a lifeguard someday. Some programs are also available for non residents and scholarship aid is available for those on the Federal Free or Reduced Lunch programs.

Memberships are currently available to the Summit Municipal Golf Course and the Summit Family Aquatic Center. While the golf course does have limited non resident slots available, spaces fill quickly. The Summit Family Aquatic Center is open only to residents. Memberships are still available!

The Department of Environmental Protection today announced a new recommendation for consuming large bluefish, a popular species commonly caught in Atlantic Ocean waters.

In coordination with the New Jersey Department of Health and Senior Services and agencies in six other states, the DEP updated its fish consumption advisories and is recommending that the public consume no more than one meal every other month (six meals per year) of bluefish larger than 24 inches. Previously, fish consumption advisories for large bluefish recommended four meals per year for most people.

As part of our ongoing process to become an internationally accredited fire department, the Summit Fire Department is working on a document called the "Standards of Response Coverage¨.

Some of the many items in this document are:
- the need to analyze community risk,
- create or modify baseline response performance standards,
- measure and evaluate current responses to the calls for service to ensure we can provide our services in a timely manner.

A vital part of this evaluation is a survey from the community members where we gather their concerns and opinions.

LAST CALL FOR SUMMIT FALL RECREATION SOCCER
Summer may just be getting started but the time for registering for Summit Fall Recreation Soccer is soon over. The registration deadline for Recreation Soccer for all Summit children entering grades 3 through 8 is July 3, 2009. Teams will participate in the Inter-County Soccer League, playing against teams from surrounding towns. Practices will be held during the week. Homes games are played on Saturdays and away games on Saturday or Sunday. The cost for the program will be $90.00 if you played last year and still have your uniform. $130 if you need a new uniform. Your User Fee is included in your registration.

Register online or call the Summit Department of Community Programs at 908-277-2932. Registration is available 24/7 and credit card payment is available. Scholarship aid is available for those who qualify for the Federal Free or Reduced Lunch program.

SUMMIT COMMUNITY CENTER GETS A FACELIFT

SUMMIT COMMUNITY CENTER GETS A FACELIFT
The Summit Recreation Center got a new name and a new look this year. Workers are completing a rehabilitation of the Community Center Gymnasium’s ceiling, roof and lighting system. The repairs have been long awaited by the residents who frequent the Community Center for recreation and sports programs as well as the Summit Seniors who call the Center their home. Located at 100 Morris Avenue, the building was first called the Edison Recreation Center. It opened in 1964 on a 7 acre park setting and has consistently served the community. The name was later changed to the Summit Recreation Center and now the Summit Community Center. In response to concerns of Senior Citizens who felt the words, “Community Center” addressed sharing the facility as opposed to just kids and sports.

The reorganization of the Board of Recreation into the new Department of Community Programs came about late in 2006. With the new name and a new Director, came a whole new look. The Department name, logo, tag line, stationery and signage have all changed. The new logo features an exclamation point and the tag lines, “Where Community Thrives” and “Share the Fun”. Since all ages come together and share the Community Center, parks and playgrounds, “Share the Fun” is not only an appropriate phrase for this department, but its mantra.

The Summit Community Center houses the Department of Community Programs offices and their programs. By day, the Community Center is dedicated to programs for Senior Citizens. A complete calendar of Senior activities and the monthly newsletter of the “Summit Seniors” is available to senior residents 55 and over.

This fall, a Master Plan for the Community Center will begin. Possible expansion of the property will be studied. Specific needs to be addressed are a dedicated Senior Lounge, expanded program spaces, storage and teen areas. Residents will be included in the Master Plan discussions with a series of focus groups held throughout the fall.

The repairs to the gymnasium are scheduled to be completed by June 26. Funding for the repairs were found in the City’s Capital Budget. The work was done by Suburban Building of Basking Ridge, NJ.

Summit Health Department is closely monitoring the outbreak of swine flu that has affected several U.S. States. As of April 27, 2009, there are no confirmed cases of swine flu in New Jersey. The Summit Health Department is urging healthcare providers, schools and others to watch for cases of swine influenza and report them immediately to the Summit Health Department at (908) 277-6464.

The City hosted a parking public workshop to further discuss the parking recommendations from the Parking Assessment Study performed by Desman Associates.

The City's 2008 Parking Assessment Study results are available.

Desman Associates will make a presentation to Common Council and answer any questions on Tuesday, March 24, 2009 Council Meeting. The meeting begins at 7:30 PM.

The City plans to hold other public meetings to discuss all of the recommendations in the report. Those dates have not been determined at this time.

The Department of Community Services counter now opens at 7:00 a.m for the following services: applying for and/or picking up permits, zoning certificate of occupancy applications, and coupons. Regular office hours for the City's technical staff remain 8:30 a.m. to 4:30 p.m. All cash register transactions will be accepted until 4:30 p.m.

First Signs of Spring News from Mr. Compost!

If you have a tumbler type composter that you filled late last summer now is the time to empty and restart it. The screened material can be used as top dressing for any garden, particularly for one you will later turn or till. The uncomposted residue can go back into the bin along with some old dry leaves raked out of a corner of your yard and the first bag of lawn clippings in the spring. If you throw the old wet residue on the ground where you have just raked, that is OK, too. Just remember to save some for starter material. It is also a good idea to add a shovel full of soil containing a dozen or so sowbugs.

TENNIS PLAY RESUMES AT UPPER TATLOCK COURTS
Repairs have been completed at Summit's Upper Tatlock Tennis Courts. The courts are located at the Upper Tatlock Complex near Washington School off of Butler Parkway.

The courts are available to Summit residents on a first come, first served basis seven days per week. The courts are open from 8:00 am to 10:00 pm. Lights are available April through November. Summit residents who would like to make a reservation to use the courts should call the Department of Community Programs at 908-277-2932 to make a reservation. Confirmation will be sent by email.

FDA RECALL OF PEANUT BUTTER PRODUCTS
PUBLIC HEALTH UPDATE The U.S. Centers for Disease Control (CDC) and FDA continue to recommend that consumers refrain from consuming products containing peanut butter as an ingredient, although individual containers of peanut butter for retail sale have not been implicated in this outbreak.

These products are food products as well as certain animal foods and treats.

Since there are so many products with varying lot codes being recalled, and the likelihood of this list being updated frequently, the Food and Drug Safety Program (FDSP) recommends visiting the FDA's webpage of recalled peanut butter products. Click Here for the FDA website.

SANITARY AND STORM SEWER - GIS SURVEY
Please be advised that the City is currently in the process of completing a GIS survey of the existing sanitary and storm sewers. The anticipated completion date of this project is June 2009. The project impacts the section of the City north of the NJ Transit railroad tracks. Residents will notice a survey crew working within the manholes and inlets on City streets. Since some sewers traverse easements within private property, access to some properties by the survey crew may be necessary. Any access to private property will be brief and non disruptive. Most of the preparation work has been completed by the Contractor, Cifelli & Son General Contactors. They anticipate milling High Street on Monday, June 8. Paving shall take place Tuesday, June 9. Residents are advised that parking and driveway access will be limited during paving operations. During this week sanitary sewer repairs will be completed on High Street and traffic may be interrupted temporarily. The New Jersey American Water project within the City has been completed. The Contractors is in the process of completing all necessary incidental repairs including roadway and driveway repairs. Beginning on Tuesday, October 14, 2008, Division Avenue will be closed between Meadowbrook Ct. and Sunset Dr. until August 15, 2009. The original completion date was March 2009, but due to an unforeseen utlity conflict with an existing water main, the project completion date was revised to August 15, 2009 by the County of Union. This new integrated approach puts all of these services “under one roof” in an effort to better coordinate service delivery. It was created to serve as a community source for information and referral among organizations serving youth, recreation and senior services both public and private.

SUMMIT'S SPECIAL NEEDS RECREATION PROGRAM WINS AWARD
The City of Summit and the Township of Montville have been awarded the 2008 Excellence in Therapeutic Programming Award by the New Jersey Recreation and Park Association for their Pathways for Exceptional Children Programs. The program originated in the Township of Montville by Ms. Melinda Jennis, herself the Mom of a special needs child. The program served as a model for the SummitCan Pathways program.

Almost daily, recreation and social programs for children with all types of special needs is now available through a cooperative effort with the Summit Department of Community Programs. Programs are offered in recreation and sports programs as well as the Magic of Reading and Life Skills. The program is now spreading into New Providence and Berkeley Heights as the Summit Department of Community Programs shares the information and training with all communities who are interested in serving this important need.

AMT RECREATION ROUTE

AMT RECREATION ROUTE
The first ride of the AMT Recreation Route was held on Saturday, October 25 AT 8:00 AM at Memorial Field.

The Alternate Mode of Transportation Committee, with the assistance of the Engineering Division, designed a recreation route for bicyclists.

The recreation route provides a route between Memorial Field, Tatlock Park, Passaic River Park and other locations. The recreation route is to promote change in personal transportation and to create an interconnected recreation route. The route includes destination and mileage signs in white lettering with a brown background and “Share the Road” signs. It also includes three information kiosks at Memorial Field, Tatlock Park and Passaic River Park. The route will be designated by 6" diameter maroon signs at each turn.

The Mayor's Sustainability Community Task Force has created an Action Plan for a Sustainable Summit. This Action Plan offers specific steps that Summit officials, schools, businesses, industries and residents can take to become more sustainable. If implemented with commitment and perseverance, this plan will result in a substantial reduction of harmful emissions, such as carbon dioxide and other pollutants; lower, more efficient and cost-effective energy use; cleaner water and better water management; preservation of our beautiful trees and open spaces; a less congested, more walkable and economically vibrant downtown; and healthier residents. In short, together we can and will see a more "Sustainable Summit."

Below is the first progress report of the Sustainability Task Force. This is a extremely complex issue; however, necessary in order to provide for the needs of the community's current population without damaging the ability of future generations to provide for themselves.

The Planning Board unanimously approved the Master Plan Reexamination Report at a special hearing on Monday, November 13. Cindy Martin and Susan McDonough, co-chairs of the Master Plan Reexamination Committee presented the report to the Board and discussed the revisions that had been made since their presentation of a draft report to the Board at a work session on October 24. The report is intended to address fully the planning, zoning and land development issues within the City.

The Planning Board held a special meeting on Tuesday, October 14 at 7:30 PM in the Recreation Center, located at 100 Morris Avenue. This report informs the public and planning officials about Summit's environment from various perspectives, geology and hydrology, which affect soil erosion and storm water management, plants and animals, as well as other aspects of the surroundings that affect the quality of life in Summit. This document is aimed at generating an awareness of the resources in Summit's environment in the hope of preserving and enhancing the interface between Summit's residents and their physical surroundings. DESMAN ASSOCIATES HIRED AS PARKING STUDY CONSULTANT

DESMAN ASSOCIATES HIRED AS PARKING STUDY CONSULTANT
On Tuesday, June 17, the Common Council approved the hiring of Desman Associates of New York to conduct the Parking Assessment Study.

After careful review, extensive reference checking and consultant's personal interviews, the committee felt that Desman Associates were the best fit for Summit to conduct the parking assessment study. It was not an easy decision because all firms are highly qualified to perform this type of work.

Desman has extensive experience in local (NJ and NY) parking study and design projects. The Committee liked their project approach, extreme professionalism, and excellent references from similar local municipalities.

A project schedule and how the project assessment study will be carried out will be developed with Desman Associates. Desman and the City will provide numerous public announcements and informational pieces to invite and encourage all the public to be a part of the City's Parking Assessment Study.

NEW PARKING RATES - EFFECTIVE JANUARY 1, 2009

NEW PARKING RATES - EFFECTIVE JANUARY 1, 2009
Common Council approved new parking rates effective January 1, 2009.

The daily parking fee for Summit resident commuters and downtown business district employees is $4 per day effective January 1, 2009.

Pre-payment options are available at $80 per month, $228 per quarter (at a 5% discount), or $864 per year (at a 10% discount).

Pre-payments must be made on line from December 15 until January 1, 2009. Per City Ordinance the space must be paid for when the vehicle is parked. It is the parker's responsibility to ensure timely payment if pre-payments are to be utilized. After January 1, please visit the Parking Services Agency at City Hall, 512 Springfield Avenue, Summit to make your payment.

The Park & Ride lot located near Rt 24 in Springfield is a NJ DOT commuter parking facility where Lakeland Bus Services are available to commute to other NJ towns and to New York City. The daily rate is still $3 and there are now discounted prepayment options available. Monthly is $40, Quarterly is $120 and Annual is $480.

In an emergency, paramedics will turn to a victim's cell phone for clues to that person's identitiy. You can make their job easier with a simple idea that they are trying to get everyone to adopt which is ICE.

ICE stands for "In Case of Emergency." If you add an entry in the contacts list in your cell phone under ICE, with the name and phone number of the person that emergency services personnel should call on your behalf, you can save them a lot of time and have your loved ones contacted quickly. It only takes a few moments of your time to do so.

STOP DELIVERY OF STAR-LEDGER "EXTRA"
Anyone wishing to stop the delivery of the Star Ledger "Extra", you must call 1-888-782-7533 and email a notice to "donotdeliverme@ansnewspapers.com". This is not the normal delivery of the Star-Ledger newspaper; however, an independant publication that residents can opt out of receiving. Opt out requests take a few weeks to go into effect.

In November of 2002, the Summit Common Council established a special Task Force to investigate taxes paid to Union County and County services rendered to the City.
